gas cap

OK, it has taken me a year to check it out but I just now got to looking at  
the flip top gas cap from Moss. Has anyone else bought this? I thought it  
attached to the filler tube with a locking cap inside but-----it attaches to 
the  
cap and the whole thing screws off. Did I get a mis match of parts? I'm 
checking  it out with them and should hear shortly but was wondering if anyone 
else 
bought  one of these. For over $100 it sure is easy to steal,--just unscrew 
the set  screws.Bob C
