URGENT LEGISLATIVE ALERT (HEARING UPDATE)
Pro-Hobbyist Custom Vehicle/Kit Car/Replica Legislation Passes
Senate; Moves to House Legislation that would create a vehicle
registration and titling classification for custom vehicles was
approved by the Tennessee State Senate. The House version of the bill
(H.B. 3344) will now be considered on Tues., Mar. 28 by the Tennessee
House Public Transportation and Highways Subcommittee. H.B. 3344
defines a custom as an altered vehicle over 25 years old or
manufactured to resemble a vehicle 25 years old or older. Under the
bill, kit cars and replica vehicles will be assigned a certificate of
title bearing the same model year designation as the production
vehicle they most closely resemble. The bills mirror model
legislation created by SEMA and recently enacted in Illinois,
Missouri, Rhode Island, Montana and Maine.

H.B. 3344.
H.B. 3344 provides a specific registration/titling class for
customs, including kits and replicas.
H.B. 3344 provides that a replica vehicle will be assigned a
certificate of title bearing the same model year designation as the
production vehicle it most closely resembles.
H.B. 3344 exempts customs from periodic vehicle inspections and
emissions inspections.
H.B. 3344 exempts custom vehicles from a range of standard
equipment requirements.
H.B. 3344 provides for a one-time registration fee of $25, valid as
long as you own the custom vehicle.
H.B. 3344 provides that vehicles titled and registered as custom
vehicles may only be used for occasional transportation, exhibitions,
club activities, parades, tours, etc. and not for general daily
transportation.
