"rich or lean" Not just a question of "ratio", but of "quantity" as well. Choke size is incorrect for the application and thus, there won't be "enough" to begin with and most especially under "load", whether it be it by manifold pressure or rpm where the tendency will probably be to go "dry" (lean).
