Years ago here in Pittsburgh PA, we scheduled a club meeting with the guest of honor being a State trooper. This was arranged by me due to the fact that a close personal friend was the commanding officer at the local barracks. The 'guest' happened (by design) to be the area stolen car expert. He was great! Answered all the title, VIN, DOT questions and helped many of our members resolve problems (not only LBC), some of which were years in the making. Perhaps that approach might work - it did for us.
