Dash removal question

I finally soaked the oil pressure pipe enough to get it off, only to discover
that the dash won't lift right out.

So, do I have to remove the steering column to get the dash out freely?  I
don't why I thought it was one of those "optional" steps.  It's a 74 Midget,
by the way.
