George, A swaying Spridget is an oddity unto itselfIMHO. Shocks (mainly) keep a car from oscillating up and down; simplistic as that is. If your car doesnt seem to bounce after hitting a hole or bump, shocks may be at least working to some degree. What is you toe setting and what condition are your front end components? Wheel bearing condition and torque? Heres a reach. Ive had people drive one of my Bugeyes that fight the wheel, causing the car to sway back and forth. Not your problem is it???
