Yes they are bases but all bases are not caustic. Caustic means capable of
destroying or eating away by chemical action : Corrosive. They are capable of
destroying acids by neutralizing them, but in this case and use they are
simply electrolytes, with no effect that I am aware of on the metal itself.
The
electrical charge that they carry is the agent that eats away the rust.
