If the carb cleaner on the shafts drops the idle, you have enough of a leak 
at the throttle shafts to affect the idle.

Teflon tape really requires a lot of pressure to seal (like that developed 
inside a tapering threaded connection).

You can either put up with it (it will get worse, though), have the carb 
bodies reamed and install oversize shafts, or have the bodies reamed and 
bushings installed.
