My motto is, if it doesn't work, take it apart, you can't break it.
A couple things might be wrong.
Speedo cable too tight. 5/8" protuding into the back of the speedo.
Stuck balance wheel, pop it open and spin the balance wheel by hand.
If that frees it up, use some dry lube (graphite) to lube up the speedo.
Light oil will work but it collects dust and jams up the balance wheels 
over time (like 40 years)
