An "A frame" (or "springpan") is a main
structual member or support for a
wheel (as in keeping it ON, rather than off
the car!) and thus, is considered rather
important in the greater scheme of things,
assuming one values their life!! :):)

Any "play" can also affect alignment of
the wheel and may lead to a "wondering"
of that wheel from it's "correct" position,
....such as "wondering" under braking,
fr'instance.

Yes, it can be welded ("accurately" in place or removed) by someone who
knows what they are doing. Or the complete pan can be replaced with a 
new one (get the modified one with a
double, rather than single grease fitting
on the "small" side wherein the fulcrum
pin lives).

Me? I prefer a new one with new fittings
considering how I feel about the need for
structual integrity for those really
"important" parts, along with "tight" steering and proper alignment of
all wheels under all circumstances, in the
interests of SAFETY, considering that
crack is just adjacent to the fulcrum pin.

Were the crack "along" the A frame rather
than adjacent to a "joint", I might just weld
the existing A frame. 

Now you may have two different problems, Cyrille. But I'd (accurately)
repair the existing springpan or fit a new
one and see whether this fixed the
"pull" under braking at the same time,
before going on to look for something
else which might be the culprit in this
particular respect, such as a sticky
brake caliper on the right side or worn brake pads on the "other" side,
etc., etc.
