I have a similar situation on this broken down Sprite of mine that I'm fixing 
up.
The right front shock has been drilled to 7/16 and the mounting holes tapped 
accordingly. It looks like it's seen a lot of miles this way and I thought it 
was original until I removed the drivers side shock and saw that those bolts 
are 3/8.
As far as repairing, would you weld plates under the top plate, redrill and tap 
with 3/8? Or maybe use a weld-nut underneath? A Helicoil might actually be the 
best solution, I've used them on head bolts torqued to 65 ft/lbs without a 
problem.
What danger to the shock is there when drilled?
Oh well, just another repair in a long list of "repairs" done by the last owner.
