Good question, Chris...

I know "84" warns of police aircraft observation but I've never seen
either
helicopter or airplane flying down or
parallel to the highway....and I am inclined
to look "up" as well as "around"...old habits die hard.

Of course, we're not suppose to see or
notice them!
