The cam does dictate clearance to some extent.
If you have carbon fibre pushrods that also has a factor.
If the rockers are high lift than that also makes a difference.
I spoke to my dyno car about rocker clearances some years ago and you can see
a little bit more or a little bit less power if you are prepared to play
around with clearances.
