The corrupted PC probably doesn't know it has
a CD-ROM drive. If it had a floppy drive, you
could use the Win95 CD to create a floppy boot
disk on a 2nd machine, edit the autoexec.bat and/or
config.sys file to let identify the CD-ROM drive.
With a floppy, you might be able to exit out of the
boot up process (hitting Escape, F1, F2, F3, or
some other special key) to get into the BIOS and
set the machine to boot from the CD.
That should keep you busy.
