One wire should be the 'supply' to the fan...
via the relay.  The 'second' 'hot' wire is probably
the original relay control wire. THAT wire should be
wired through a thermostat and/or a manual switch.
Applying power to the 'second' hot wire, turns on power
to the relay, and the main 'hot' wire supplied power
to the fan when the relay is energized.

It sound like the p.o. simply wired the relay power so the
fan just stays on all the time, rather than relying on a
thermostatic or manual switch.
