Both butterflies need to be set to matched (identical) movement with no screw adjustment first. Pulling the throttle cable open should cause BOTH linkages to engage the butterfly at precisely the same moment. ONLY then can you proceed to try to adjust and balance them. Your method requires compensation all along the rest of the process.
