Most rust bubbles under the paint turn out to be rust from the inside of
that panel, thru that panel, and show up in the paint.
Surface rust would have been taken care of just before paint.
It's like would you put a clean diaper on the baby without wiping his
butt first?
Take a pick and poke at the rust, I bet it goes right thru to the other
side.
