dave,
the problem is the darn inner sleve of the rubber bushing has siezed on the
bolt.  that is what is keeping you from your goal.
in the past if i remember right it is a sleve with a seam in it.  the worst
thing i have had to do is burn out the bushing with a torch and then get in
the end with a screw driver and hammer (chisels seem to be too big for this
operation) to unwrap the sleve from the bolt.   it's funny !  no sooner do
you begin to release the sleve from the bolt and the bolt will walk right
out with some assistance from a hammer.   you can soak and soak these
elusive bushings untill you are on the verge of insanity.  but the amount of
rust wich has grown inbetween the bolt and sleve has literally locked the
two together.  some fun huh?
an alternate is to cut the bolt with a sawsall or a cut off wheel on either
side of the arm and sacrifice the bolt to remove the arm.  this will require
a new bolt but will save the heat part of the  operation.
