I have not seen anyone mention, after washing the parts with water, dip 
them or wash them with alcohol. The alcohol mixes with and evaporates 
the water leaving the part clean and free of moisture, thus slowing the 
rust process and removing moisture from cracks and crevasses so you can 
prime or paint.
