The Control Voice on Outer Limits (1963-1965) was Vic Perrin, as per the web
site www.imdb.com. Serling never had anything to do with that show. Perrin
also did a lot of animated voices, including The Smurfs and Johnny Quest, and
he was the narrator for the movie Sparticus.
