Almost any chain tire store will have tubes available.  I bought my tires at
Les Schuab.  The tubes fit a range of sizes, like 145SR13,155SR13,165SR13,
165/70SR13, 185SR13, and 185/70SR13 all use the same tube.  Just make sure
that all of the spokes are taped over.  Don't use electrical tape, it will
pull away and puncture the tube.  I bought black PVC tape at Home Depot, and
haven't had any problems in five years.

PS I am running 165/60R13's on wire wheels with the above tube, but I have a
RWA car.
