Dave, I believe your are reading the proper intent of the law correctly. These laws are designed to 'unclutter' the countryside of the approx. 2 million cars a year that are 'left on the side of the road' or in the field etc etc. This is NOT designed to be a death of hobbiest cars This 'hobby' business is a larger tax income than 'new car' parts are for both state and local govt.
