Let me try.
Someone may have confused the vinegar neutralizing step with
another process.
Paint removers are caustic materials (compounds?) and those
are what are neutralized
by vinegar, or other acetic acids. When prepping for
painting, it is quite common
to leave the residue, and I'm certain some acid, on the
metal. The acid etching
primers are obviously leaving an acid on the surface as
well.
