fuel tank pick up filter

It appears as though my pick up filter in the tank is clogged to the point I
can hardly get fuel out of my tank.  I've cleaned the tank already it is in
good shape.  I've tried carb cleaner etc...just wont open it up.  Any reason
I can't just break it off in there and remove it?  I have no option really.
Anyone know how far above the bottom of the tank the pick up tube is?  What
have others done?  I know someone out there has the answers as always,
