Mike-- Why couldn't you get it loose?  If the bolts/nuts are too rusted, you 
really should get a nut buster and break the nuts off and replace them.  Not 
expensive and beats letting them decide when they should be replaced by 
shearing while you drive along at the most remote place you can find.
