Backfire on acceleration with no load

I am in the process of tuning the dual HS4 I put on my 77 Midget with
a 1500cc engine.  The HS4 are replacing the ZS that used to be on the
car.  This is what I have on the car:

  1.  Dual HS4 carburetors
  2.  Older dizzy with points
  3.  Non-stock electric fuel pump.

When I am trying to tune the carburetors I get a backfire out of both
carburetor throats when I rise the RPMs.  It happens almost
immediately.  With the backfire I get a white smoke/mist out of the
carburetor throats which I think is a fine mist of gas.  These are the
problems I think that could cause this problem.

         1.  Leaky needle valves.
         2.  Fuel pump has to high pressure (I will measure this
         tonight, what is the correct range)
         3.  Incorrect float levels (to high)
I am leaning towards number 2 since it is both carburetors.

Is my thinking correct or I am off track, and if I am off track what
should I be looking for.  Any other things I should look for or check?
What does the 200 years of sprite knowledge in Latrobe think, and if
you have 48 empty Rolling Rock bottles around never mind :-)
