Charles, Have you tried a compression test? Also look inside the ign
cap for signs of cross firing.

I tinkered some more this evening trying to get the Midget running
properly.
I have ruled out a bad ground issue by connecting a jumper cable from
the
engine block to the negative battery terminal.  No change in running.
I
then checked each spark plug wire.  Disconnected them one at a time,
and
there was no change in engine behavior.

I'm still getting backfiring, sputtering, and hardly any power.  Since
I was
getting lots of dark smoke and the odor of gasoline in the air, I kept
leaning out the jets.  Eventually, it must have gotten lean enough
that the
engine would stop running, and no amount of opening the idle screws
would
get it to run.  As the engine sputtered to a halt, I was getting a big
burst
of gasoline vapor spurting out of the carbs.  (Air cleaners removed.)

Any ideas?  To reiterate, I don't seem to be having any vacuum leaks.
There
is no visible wear in the throttle shafts.  I am having no other
electrical
anomalies.

Although not urgent, the Midget is my only distraction from the rude
world
surrounding me.  Where might I proceed next?

At least I got another 4-pack of OSH.
