British Wire Wheel lists a kit of new parts to convert Steel wheel cars to
wire wheels. It is $675. New wire wheels are $150 per wheel. New axles
are $150 per side. You are talking about $1750 to do the job with new
parts. If all the splines and wheels are in good shape, 1/4 to 1/3 the cost
of new is fair, and you are also including the axle housing, which should be
worth $100 to boot. You probably wouldn't get anyone in the "we cheap"
crowd to pay it, but you should be able to get $600 to $700 for the parts
you listed from someone that really wants them.
