Bill , What you are referring to is the flange end of the axle, it has the screw in it to keep it in place while you remove the wheel and drum. There is a gasket and an O-ring behind it. Don't use too thick of a gasket there as it will allow the bearing to move , as it will not then be held securely in place by the close tolerances ot the hub. You may use a sealer , but I seldom do and neither did the factory. Don't use that silicone crap, just be sure that both mating surfaces are nice and clean.
