One more windchill (no lbc)

BTW, I didn't check out the link David mentioned yet,
but on Friday at work somebody circulated the WGN
Chicago superstation "worksheet" on wind chill, and
they had the formula wrong!  IF they are using that on
the air, it's not as bad as they've been advertising!
