72 Midget parts car

Looked at it tonight and the car really doesn't look that bad, but nothing I 
want to get into.  He wants $400 for it.  Not much rust in the usual spots, he 
claims it runs but no battery.  Paint, interior, & tires, are toast.  It was 
the first time I've seen a smog pump on one of these cars. If any interest
