Bill,
     I bought my "basket case" 60 Bugeye in 1993.  At that time I only
transfered the ownership to myself, but did not register it here in
California.  When I asked to pay the $10.00 non-operational fee, I was told
I would not be charged no matter how long the car was off the road.
Surprising, since everthing dealing with the state government here in the
Peoples Demokratic Republic of Kalifornia charges for ANYTHING!  I was told
my car was a "Special Interest Vehicle" and all I would have to do is pay
for the registration when I put it on the road after restoration.  You could
have knocked me over with a feather.  How did this ever get by the
bloodsucking politicians in Sacramento?
     Anyway,  I think if you use the term "Special Interest Vehicle" you can
get the same deal.  One more thing, not every employee at the DMV is willing
to make an effort to help you on this.  If you don't find someone that will
do this for you, try another DMV.  I had to go to two different ones before
I heard about this.  Good Luck!
