Craig if your brakes are properly adjusted and the emergency brake works,
have you tried bleeding the rear brakes and seeing how much fluid you get
out? If the rear brake hose has not been changed in a while it could have
swollen shut or collapsed internally not allowing any fluid to flow to the
rear brakes.
