Toby,
you can remove your fender which would be a good idea if you think there
is more rust behind there. Short of that, if you have thin arms, you may
be able to get your hand down there. I think I have managed in the past.
You need to stand in exactly the right spot for your arm to be able to
contort to the right shape.
Lastly, on my parts car, some DPO had installed speakers into the kick
panels so that after removal of teh speakers, there was an access hole to
the space. Very convenient.
