1.  Yes, as long as it's out of the car, have it reverse-flushed /
boiled, pressure checked, fins straightened, and repaint it.  If it
doesn't have a petcock for draining the radiator, have one installed. 
Cheap insurance, and the petcock makes life easier later.

2.  Mount it on front of the radiator (toward the grille side).  There's
enough room, but you may need to reposition the horns forward.  Use a low
profile, flush mount fan, and consider fabricating a shroud to direct all
the moving air through the radiator.  I wouldn't  worry about claims that
you'll block air flow because (a) it would be blocked if the fan was on
the other side, (b) since you'll probably be using a thermostatic switch,
it would kick on if the temp started to rised, thus increasing the air
flow and rendering the point moot, and (c) having all the extra room at
the front of the engine is really nice.
