The Bondo DOES NOT cover the bolts.  I took a look last night, and I was
mistaken. 
The cover appears to be unpainted underneath the Bondo.  As though they
smeared it first, then painted the engine.

Because of so many responses confirming that it is factory installed Bondo, I
would assume mine was original.  It just seemed so strange!  I would like to
clean the cover and paint it.  But then smear Bondo on it?  It seems like
sacrilege.
