Replacing sills

Hello all;
I am currently replacing the sills on my bugeye, and was wondering how to
make the joint between the sill and the dogleg of the rear fender.  It
looks like they were originaly spot welded from the inside, although I can
not see any way of repeating that method. Any hints would be greatly
appreciated.
