Do you mean you have to turn the key on/off 20-25 times or is that how many
turns the starter makes?
My '78 Midget requires 3-4 turns of the key after setting awhile and
probably 8-10 starter turns each time before it finally fires.
I think the automatic choke is not working properly. You might check that.
I ran into a guy at the Colorado Conclave that was having the same problem
and replaced it with a manual choke.
