With a couple of geographically-specific exceptions, those rules could be
posted for pretty much anyplace I've ever lived. They sure do apply to
driving in North Carolina! But the NC list would also add a requirement that
you drive 40-45 on the curvy parts of a two-lane road and 65-70 on the
straight parts.
