If you drill out the spot welds and refill them to weld the new floor in you 
will have only the filler piece to weld from underneath.

Dave,

        What is the best type of welding for filling holes/ installing
floors? I have a small arc welder and am considering investing in a Mig -
but cash is tight.

tap with a hammer and chisel was usually enough to break it free. Then after
the new panels are fitted, fill up the holes with weld making sure you
penetrate the floor panel. Also clean all paint off the areas to be welded.
