Putting the sensor in the head provides more valuable information than in the radiator. Water pump failure or loss of coolant may not cause a significant change in the temperature at the sensor located in the radiator. These failures will make a big difference in the temperature in the engine. The primary reason that you are interested in the coo lent temperature is to be assured that the engine is not overheating.
