The only issue of importance to DMV is when the Sprite, as a vehicle, 
was sold.  More specifically, the year in which the vehicle was first
sold/registered.  (My Frogeye was built November 6-9, 1959, but did not
arrive and sold in the U.S. until early 1960.  It is therefore
considered a 1960 by the DMV.)

If there is any question as to how DMV classifies a vehicle, bear in
mind that the ONLY record it has is the VIN.  It has no record of engine
numbers or size, or even body numbers.

Finally, "law enforcement" is not involved in "smog enforcement", except
for Vehicle Code sections pertaining to excessive smoke. Neither 
the Highway Patrol nor local agencies have the technical capability.  
That is left to DMV and the smog-testing stations.
