Don't know what it's for but my 59 had it, also installed with pop rivets. It
also had the holes on the other side. I first noticed it when I was looking to
see how the Mini Mania front hinge kit would be connected if installed. The
clip would have to be removed in order to bolt the brackets to the shroud.
The shroud on my 60 has been gone for 20 years and I don't remember it having
the clip.

Could the clip you are referring to be the clip that holds the overflow
hose? On the Frogeyes, this hose passed down the side of the tank, then
slipped to the rear and down the radiator where it was secured with a
clip. It is, however, on the left (driver's) side of the car.
