The alignment shop did not want to install the shim because my car has a

Well, maybe they overreacted. On the other hand, it's almost never a
good thing to have noticeable rust near any suspension mounting point,
so you might want to look into a good, strong, proper repair (be it
preventive or corrective)! ;-)
