Sure you can paint it. I don't think the flexing will be a problem, but it may
be hard to get the spring
clean enough to all the paint to adhere well.
In the USA at least, you can get a graphite-impregnated paint
(www.slipplate.com) that is
good for painting the inner surfaces of the leaves. It acts as a lubricant
that will not
get all gunked up with road dirt.
I know that the springs of older antique cars (with many leaves) need a lot of
attention and maintenance. Special oil-impregnated spring covers used to
be a popular accessory for cars. It seems that these days, nobody ever worries
about leaf spring maintenance.
