Horn Problems

An odd problem...

The relay works, the horns work... but they don't want to work together.

If I press the horn button on my Mk3 - the relay clicks on and off as it 
should.

If I connect the two cables up on the relay (brown wire to horn wire) - 
the make a sound...

But for some reason they don't want to work together... I've tried two 
relays - both do the same thing...
