Greg, My '78 has the cat converter that has had the guts punched out and is just an empty can now. I live in MO and the last time the car was inspected in 2000 it passed. It also passed throughout the 90's with a 4-1 header and no cat. The cat was reinstalled when the inspector saw the sticker on my car that says that there is supposed to be a cat converter and asked me where it was.
