Could be a weak battery.  The starter needs to start spinning pretty
vigourously to get the gear to move along the shaft - a weak battery will
spin the starter, but not enough to move the gear into engagement.  On those
other occasions you hear nothing it could be that the gear is engaging with
the flywheel, at which point the starter stops dead because it doesn't have
the power to turn the engine over.

Don't know about the seatbelt interlock - those were never fitted to cars in
the UK.  The worst we had was a warning light that your seat belt wasn't
fitted.
