I would guess that you've got a leak in the fuel system that is
approximately level with the 1/2 to 2/3 level at the fuel tank.  While the
fuel in the tank is higher than the leak, fuel drips out; as soon as the
fuel in the tank is below the leak, fuel stops leaking.

The fuel pump seems a likely suspect, since it is at about the right level,
plus you say that you've spotted fuel around there.

If the leak stops or reduces while the engine is running, then the leak is
likely to be at the input of the pump, since the suction of the pump will
reduce the line pressure and thereby reduce the leak.  If the leak increases
when the engine is running, and/or re-appears when the engine is running
even if the fuel is below 1/2-tank, the the leak is more likely to be from
the pump itself, or near the output.
