Sounds to me like it is. Certainly a new valve is one option but it's also
likely those minute and hardly visible burrs of delrin on the ends of the
needle valve fins are causing trouble disproportionate to their size. Gently
run some 800 paint flatting paper along all the fins to scour them of
varnishes and glues. Do the same up the valve guide(s). I had the same
trouble this summer with SU's on my 2000. Had it many times before, starting
in 1963 on a Sprite. New needle valves in isolation don't necessarily solve
the prob at any time but the flatting paper always does the trick. Keep some
in your toolkit! The secret is the valve must always be able to slide
freely - and this is the way to do it.
